Blake Hall – Police Report! (in a searchable text format)

I have read that Blake Hall plead guilty and has spent time in jail, or is spending some time in jail as we speak.  I’ve read discussion on this site that ranges from accusing Blake Hall of basically being a relentless stalker, to what someone might call a broken hearted victim of a cruel women.

So, what “really” are the facts?  Here is a text transfer of the Police Report so you can see who is saying what, and you can decide for yourself.

Blake Hall was accused of stalking XXXXXXXXXX a former girlfriend. No arrest made.

On 083109 at about 0800 hours I was sent to XXXXXXXXXX about vandalism. I arrived and spoke to XXXXXXXXXX XXXXXXXXXX told me that he has been the victim of an on-going situation involving spent (used) condoms on his lawn and driveway. I asked him who might have done this. and he told me “Blake Hall”. He also explained that Hall was a very influential person in the community, the former attorney for the Republican Party and “untouchable” within the local legal system. Due to this, XXXXXXXXXX was reluctant to report the incident to the police. I asked how he knew that Blake Hall was doing this, and he told me that he saw him several days prior (exact date unknown, see his account), told me that he had a camera set up that recorded Hall (or at least Hall’s vehicle) on their property. He also told me that a neighbor (currently unidentified) might testify that she/he saw Hall on his property in his purple Ridgeline.

I asked “why” Mr. Hall might do something like this. I was told that Hall is the former boyfriend of his newlywed wife. XXXXXXXXXX.I spoke to XXXXXXXXXX and she told me that she also believes that Blake Hall was the perpetrator of this situation. She reported the situation as a “stalking” and told me that she has been followed around by him (her written statement is pending). XXXXXXXXXX told me that Hall had followed her to the market on several occasions, to the movie theater, and routinely drives by her former address (when she lived there). Currently, she reported that he drives by her new address XXXXXXXXXX.

XXXXXXXXXX told me that she is afraid of him, and that on one occasion she was held against her will for several hours as she tried to drive away (see her account). XXXXXXXXXX reported that she wanted to press charges, and that a friend set up a camera that may have captured more footage of Hall on their property (I am awaiting this footage).

Both XXXXXXXXXX and XXXXXXXXXX told me that they had a large number of spent condoms that they had collected over the last several weeks. At one point they were going to put them back on Hall’s lawn, but instead, took them to their attorney’s office XXXXXXXXXX. When they drove by Hall’s home, they were seen by a neighbor. They told me they did not stop. and did not walk onto Hall’s property.

I stopped by Hall’s residence XXXXXXXXXX and spoke to an unidentified young man. I obtained Blake Hall’s mobile phone number and called him. Hall invited me to make an “appointment” with him so we could talk about the investigation. I explained that our phone conversation would be better, as I could not block out such lime. I asked Hall if he left the condoms on the property- Hall told me that he did not. I asked
him if we would find his DNA within the body fluids inside the condoms. Hall paused. and then told me that it was possible that XXXXXXXXXX had gotten into his trash, removed the condoms, and placed them on her own lawn (over a period of several weeks). Hall told me that this might possibly explain how the condoms did originate from him.

Hall told me that several people had seen XXXXXXXXXX driving by his home. in fact: XXXXXXXXXX saw her several days ago (Hall could or would not identify the others). However, Hall told me that no one claimed to have seen XXXXXXXXXX XXXXXXXXXX on his property digging through his trash. Hall was told not to trespass onto XXXXXXXXXX and XXXXXXXXXX property.

XXXXXXXXXX was strongly encouraged to seek out a civil protection order, and exercise caution in all of her contacts with Mr. Hall. I briefed Lt Edwards, Sgt Hansen, Capt Cook, Sheriff Wilde and the members of the Prosecutor’s Office about this situation as one of Blake Hall’s

Summary:

XXXXXXXXXX and XXXXXXXXXX reported that Blake Hall has been following and harassing them for about 6 months. They reported that Hall has been throwing used condoms on their property at XXXXXXXXXX Idaho Falls, Bonneville County, Idaho.

Narrative:

On 08-31-09 Officer Burnell was called to XXXXXXXXXX in reference to a stalking complaint. When he arrived. he spoke with XXXXXXXXXX XXXXXXXXXX. He stated that he has found several used condoms on his front lawn and driveway. He was asked who might be leaving these condoms. stated that Blake Hall was responsible. He went on to say that Hall had a dating relationship with his wife,XXXXXXXXXX before he started to date her. The relationship was ended in about February of 2009. Since on terminated the relationship, Hall has followed her and confronted her on several occasions. There have been several condoms found on their property on several occasions over approximately a month. Most of the condoms were collected and taken to their attorney, XXXXXXXXXX office XXXXXXXXXX stated that he has been hesitant to file an official police report due to the high level of influence Hall holds in the community. The decision to call the police was finally made when another condom was found on this date. Officer Burnell collected this condom from the scene and placed it in evidence for possible testing.

I retrieved the condom from the evidence room. I found the condom to be packaged in a brown paper evidence hag. Inside the bag was a blue nitrite exam glove. The cuff of the glove was tied into a knot. Inside the glove, I found a condom that was tied in a knot sealing the end. There was a large amount of what appeared to be seminal fluid inside the condom. I swabbed the inside of the condom behind the knot. I then used a sterile scalpel to cut the condom. I then swabbed the inside of the condom gathering a sample of the fluid. I then used a cotton ball to collect a larger sample of the fluid. The swabs and the cotton ball were then dried using the swab dryer in the Idaho Falls Police Lab. I then used disposable tweezers to prop the condom open. I then dried the inside of the condom using the Air Science drying chamber in the Idaho Falls Police Lab. When all of these articles were dry, I packaged them and placed them into evidence cold storage to wait further testing.

I contacted XXXXXXXXXX.I asked her if there had been any further incidents since the report was made to Officer Burnell. She told me that there had not. She told me that she and XXXXXXXXXX had turned their statements into the police station. I asked XXXXXXXXXX to tell me what has been happening. She told me that she met Blake Hall in May of 2008. A date was set up. The day of the date, she was pulled over by a Sheriffs deputy. She had been stopped about 2 weeks prior by this same Deputy for speeding. When she was stopped this time, she was asked out on a date. When she met with Hall later that night, she relayed to him what had happened. She learned the next day that the Deputy had been either terminated or punished in some way. I later contacted Sheriff Paul Wilde about this incident. He confirmed that there had been an incident. I did not ask him about personnel issues or the outcome of the incident.

XXXXXXXXXX went on to tell me that Hall became very possessive of her and wanted to dominate her free time. At first. she was flattered. During the relationship, she broke up with Hall three times. The last break up was in Feb of 2009. She told him that she needed to date other people. Hall requested that she continue to date him as well.

About I week later, she decided to go out to dinner with her XXXXXXXXXX After dinner, they went to Barnes and Noble. When they exited Barnes and Noble. XXXXXXXXXX saw Hall sitting in his vehicle in the parking lot. They decided to go to a movie. They drove over to the Edwards Theater in Ammon. Hall followed them to the theater parking lot. Hall was following her very closely in the parking lot. XXXXXXXXXX pointed out to XXXXXXXXXX that they were being followed. XXXXXXXXXX parked her vehicle and started to walk into the theater. Hall requested to talk to her. She stepped about 10 feet from XXXXXXXXXX and spoke with Hall. He accused her of caring more for he than him. He then demanded to know why she hadn’t called him. XXXXXXXXXX was cold so she walked into the theater. Hall followed them into the the lobby and continued to try to talk to her. He became angry and yelled to her that he could see that she had made her choice. Hall then kicked the outer door to the theater and left.

After the first incident with Hall, XXXXXXXXXX began seeing him where ever she was. She saw him drive by her home on many occasions. She stated that he would follow her to the store and to work out.
Shortly after the break-up with Hall, XXXXXXXXXX started to date XXXXXXXXXX Shortly after she started that relationship, Hall followed her to XXXXXXXXXX house. Hall parked his vehicle in front of the house XXXXXXXXXX and his son XXXXXXXXXX went out to the front porch and Hall drove away. A short time later, XXXXXXXXXX was home with her ill daughter Hall went over to her home and refused to leave. He followed her around the house and at one point, went to his knees and started to cry.

Another time that XXXXXXXXXX relayed to me was when she was supposed to go to the gym with her XXXXXXXXXX. She was dressing in her room and Hall walked into her home without knocking. He walked into her bedroom. She was nude from the waist up. She screamed and hurried to dress herself. Hall told her not to worry because he had seen her before. She told him to leave and he refused. He was attempting to talk to her. After some time, she received a text from XXXXXXXXXX stating that she had driven by and seen Hall’s vehicle at her house. She asked XXXXXXXXXX if she needed help. XXXXXXXXXX texted heck “yes” XXXXXXXXXX came into the house to assist her. She escorted XXXXXXXXXX out to her car. As they got into the car, Hall stood in the door so that XXXXXXXXXX could not close it. He then dove into the car so that he was lying on her lap and his feet were still outside the car. XXXXXXXXXX told him that they were leaving and that he would look funny with his feet hanging out of the car while they were driving. Hall eventually got out of the vehicle.

Another date XXXXXXXXXX had planned to run around the river with XXXXXXXXXX. At the beginning of the run, Hall sent her a text saying that it looked like they were walking more than running. He also said that he could tell that her knee hurt. This scared them and they left the river.

The next incident relayed to me was a time that she had gone to Wal-Mart to purchase some treats for her daughter at school. As she parked her vehicle, Hall pulled up right behind her. She got out of the car and told him that she didn’t have time for this because she was in a hurry. She then walked into the store. Hall caught up with her about 30 feet into the store. He followed her around the store and then back out to her vehicle. XXXXXXXXXX unlocked her car and placed her groceries in the back. Hall got into the passenger side of the vehicle. XXXXXXXXXX asked him to get out because she had to get to the school. He refused to leave so she decided to go to the school anyway. Hall rode with her to the school and even carried the treats into the school. XXXXXXXXXX then drove Hall back to Wal-Mart. He still refused to leave the car. Hall turned the car off and took the keys out of the ignition and sat on them. He then took all of her sunglasses away from her. He told her that her eyes wouldn’t lie and he wanted to see them. He told her that if she just heard what he had to say. he would leave her alone.XXXXXXXXXX agreed to listen to him as they walked around the river. While they were walking around the river, Hall told her that she was making a big mistake by dating XXXXXXXXXX. After the walk. Hall gave her all of her property back and she went home.

The next incident XXXXXXXXXX told me about was a time when she had gone to lunch with XXXXXXXXXX They had some to drink and had been talking about the problems with Hall. XXXXXXXXXX sent a text to him that said “WTF”. There was an exchange of texts between the two of theme.’” went home. She went to dinner that night with XXXXXXXXXX. and Hall later told her that he had watched them as they had eaten and then watched them leave.

The next incident happened when she went to lunch at Red Robin with XXXXXXXXXX Hall pulled up beside them in the parking lot and followed them inside. They asked for a table for two. He told her that he had not been able to eat. His speech was slurred and his eyes were glossy. Hall followed them to their table and cried while they sat there with their menus. XXXXXXXXXX said that she was very embarrassed by the scene he was making. Shortly after this incident. she was contacted by her attorney. She was told that a reporter for the Idaho Statesman was attempting to contact her. She was sure it was because of the scene at Red Robin.

Another incident. XXXXXXXXXX went to her home to pick her up for a date. He saw Hall driving past her house. He followed Hall to BLVD where he sped up and turned in front of an ambulance. As they approached the street, they saw that he was now parked on the side of the street watching them as

they passed.

The next incident reported to me was after another date with XXXXXXXXXX They were arriving at XXXXXXXXXX home after the date. As they pulled up to the house, they noticed that Hall was parked in front of the house in his red Lexus. Hall started to drive away and XXXXXXXXXX became angry. He chased Hall in the car until he left the housing addition onto Holmes. They then returned to XXXXXXXXXX home. About 2 months into the relationship, XXXXXXXXXX and XXXXXXXXXX traded cars and XXXXXXXXXX started to see Hall more than XXXXXXXXXX During the time all of this was going on XXXXXXXXXX and XXXXXXXXXX got married.

Around the first part of July, used condoms started to appear on the property. When the first one was found, XXXXXXXXXX approached their XXXXXXXXXX son, to see if he knew anything about it. XXXXXXXXXX denied any knowledge of the condom. The following Monday, XXXXXXXXXX was sitting in her car in front of them home waiting for XXXXXXXXXX Hall drove to the house in his Honda Ridgeline. He drove into the side driveway of the house and then drove away. That night, 3 used condoms were found in the area where Hall had been. The condoms were gathered XXXXXXXXXX and XXXXXXXXXX were angry and decided to go to Hall’s house and throw the condoms back on his property. While in route to Hall’s house, they decided that this would be a bad idea. They did drive by his house but didn’t throw the condoms out. When they drove by, they saw XXXXXXXXXX they decided that they would turn the condoms found over to their attorney. These 3 and future condoms were turned over to XXXXXXXXXX There were a total of 19 used condoms from 10 different dates turned over to XXXXXXXXXX.

The final incident reported to me by XXXXXXXXXX was while she was at church. She told me that she was in the hallway of the church and looked out the window. She saw Hall drive into the parking lot and slow down as he was behind her car. She hid behind a wall at that point.
XXXXXXXXXX told me that they have waited to make a report because they were hoping the incidents would stop. It has now gotten to the point that their small children have started asking about the situation and about the condoms. They have decided that further steps needed to occur in order to resolve the situation.

I spoke with XXXXXXXXXX He told me that on 08-25-09 at about 0030 hours, he walked out on his front porch and observed a Honda Ridgeline turn onto XXXXXXXXXX. He could see a male driving who he recognized as Blake Hall. The vehicle turned into his driveway. Hall then threw 2 used condoms out of the window and drove away on XXXXXXXXXX. I asked XXXXXXXXXX if he was absolutely sure that he has seen Hall do this. He told me that he was. He told me that he could clearly see Hall because of the street light on the road.

XXXXXXXXXX told me that he had first started noticing the condoms on his property about 6 weeks prior to this incident. He had first confronted his son XXXXXXXXXX about the issue. XXXXXXXXXX denied any knowledge of the condoms.

XXXXXXXXXX stated that soon after the initial condoms were found,XXXXXXXXXX was in front of the house when she saw Hall drive into the driveway in the Honda Ridgeline. Later that night, condoms were found in the area where Hall had been.

XXXXXXXXXX told me that on another occasion. his son XXXXXXXXXX and his friend, XXXXXXXXXX were on the front porch of the house. They saw a blue Chevrolet Truck pull into the drive and throw used condoms and a condom box onto the property. XXXXXXXXXX took the 2 boys past Hall’s residence and they identified the truck as one that was parked at that address XXXXXXXXXX believes that this vehicle belongs to Hall’s son who lives with him.

At one point, XXXXXXXXXX asked some friends to set up a camera to try to catch the person responsible for leaving the condoms. The equipment that was used was unable to produce any usable images and it is believed that the camera was tampered with at one point. He did tell me that the person setting the camera, XXXXXXXXXX witnessed Hall watching him set up the camera.

XXXXXXXXXX told me that he was first made aware of the problems with Hall when he started to date XXXXXXXXXX. He told me that Hall would frequently be seen by them while they were on dates, and having dinner, He also told me that he was seen by several neighbors driving up and down their street. he noticed that the XXXXXXXXXX coming up behind him, he sped away. XXXXXXXXXX told me that he is aware of the vehicles that Hall drives because of the multiple incidents with him. He said that Hall initially drove a red Lexus and then a Red BMW and also a Honda Ridgeline.

I Spoke with XXXXXXXXXX He told me that he was the person who was asked to set the cameras. On one occasion when he and his wife were going to set up the camera, they decided to drive around the house before the camera was set. As they did this, they noticed a vehicle parked near the house. As they passed the vehicle, the driver who he believes to be Hall ducked his head. They turned around and drove back and the vehicle drove away.

I spoke with XXXXXXXXXX. She told me that she has been present on several occasions with XXXXXXXXXX when there have been problems with Hall. XXXXXXXXXX told me that there was one occasion when she had been with XXXXXXXXXX when she sent him a text stating WTF. This was done in about mid-April. There were some texts that were sent back and forth between the two. She said that to her knowledge’s XXXXXXXXXX never told Hall that she wanted to continue contact with him. After that incident. Hall contacted XXXXXXXXXX several times by phone. He would tell her that he was still in love with XXXXXXXXXX and he didn’t think that she should marry XXXXXXXXXX. He would also talk about how out of control XXXXXXXXXX children were.

XXXXXXXXXX told me that one incident that stood out for her was a time when she was to go to the gym with XXXXXXXXXX. She arrived at the gym and XXXXXXXXXX was not there. She then drove by XXXXXXXXXXs residence and saw that Halls vehicle was there. She called XXXXXXXXXX and she answered. XXXXXXXXXX told XXXXXXXXXX at Hall was there. XXXXXXXXXX told her that she wanted to go to the gym but Hall wouldn’t leave. XXXXXXXXXX hung up and XXXXXXXXXX texted her to see if she wanted her to pick her up. XXXXXXXXXX texted back requesting that she pick her up as soon as possible. She went into XXXXXXXXXXs residence where she found Hall sitting next to XXXXXXXXXX. She said that XXXXXXXXXX appeared to be nervous. She told XXXXXXXXXX that she needed to go work out. Hall then stated that. XXXXXXXXXX needed to go with him because they needed to have a talk. XXXXXXXXXX told him that she was going to work out. Hall would not leave. They started to walk toward the door and Hall followed. Hall continued to ask XXXXXXXXXX to go with him. They got into XXXXXXXXXX vehicle and Hall held the passenger side door open. He then leaned into the car over lap and started to talk toXXXXXXXXXX He asked XXXXXXXXXX,to let XXXXXXXXXX go with him. Hall would not get out of the vehicle. XXXXXXXXXX finally told him that he was going to look funny as they drove down the road with his legs hanging out. Hall got out of the vehicle at that time.

Another time told me that she had run around the river and then went to Smitty’s for breakfast. While they were there XXXXXXXXXX received text from Hall stating that it looked like they were walking more than running. He then asked her about her kneel. XXXXXXXXXX told me that they had not seen or talked to Hall during the run and she found it odd that he knew that they had walked more than run.

A few days after that incident, she was going with XXXXXXXXXX to Red Robin. As they were on Hitt RD, they passed Hall. He turned around and entered the parking lot with them. He parked near them and started to follow them into the building. Hall told XXXXXXXXXX to let him buy her lunch. She refused and told him that she didn’t want to talk to him anymore. She also told him that she was going to marry XXXXXXXXXX and that he should stop following her. They walked into the building as Hall continued to ask her to talk to him. He told her that if she would give him 10 minutes, he would leave her alone. The wait for a table was going to be about 10 minutes so XXXXXXXXXX agreed. She told him that when they got their table, it was done and he needed to leave her alone. Hall agreed. When the table was ready. they were seated. Hall followed them to their table for 2 and stood there. He was asked to leave by both XXXXXXXXXX and XXXXXXXXXX. He then tried to share a chair with her She refused to move over. He then tried the same thing with XXXXXXXXXX. She also refused to move. Hall finally left the building when the food arrived.

In about mid-July, XXXXXXXXXX told me that she was waiting to go work out with XXXXXXXXXX. She told me that she was in her vehicle in front of the XXXXXXXXXX residence. She saw Hall drive up and into the side drive to the residence in his Ridgeline. He slowed down and then sped away XXXXXXXXXXlearned that later that night. there were condoms found in the area where Hall had been in the driveway.

On July 22 2009 XXXXXXXXXX told me that she was on XXXXXXXXXX front porch. She saw Hall drive up in his red BMW. He pulled into the neighbor’s drive to the right XXXXXXXXXX went to the lawn and yelled to him. He then backed out of the drove and drove away.

I spoke with XXXXXXXXXX. He told me that he has also been present with XXXXXXXXXX when there have been incidents with Hall. He told me that he is XXXXXXXXXX with XXXXXXXXXX and was going through a divorce. He had asked to go to dinner with him so that they could talk. After dinner, they went to Barnes and Noble. They decided to watch a movie. As they were pulling into the parking lot of the movie theater, XXXXXXXXXX told her that Hall was following them. As they drove around the parking lot. Hall met them in the middle of an aisle so that the drivers’ doors of the vehicles were next to each other. He asked her why she had ignored his texts and phone calls. She told him that it was because she was out with XXXXXXXXXX Hall then punched the gas and squealed his tires around the corner and parked. They then walked toward the theater doors with Hall following. Hall caught up to them and introduced himself. Hall appeared to be angry. Hall asked her to talk alone. XXXXXXXXXX stepped to speak with Hall. It was apparent to XXXXXXXXXX that it was a heated conversation, XXXXXXXXXX then walked back to XXXXXXXXXX and they entered the theater. Hall followed her and tried to place is jacket on her shoulders.XXXXXXXXXX told him that she didn’t need his jacket. Hall then grabbed her by the arm and led her to a table and chairs inside the building. He sat down and XXXXXXXXXX stayed standing. He started talking to her. XXXXXXXXXX then walked back to up XXXXXXXXXX Hall then stormed out of the building slamming the door open.

Later that day they went back to XXXXXXXXXX house where they were talking as she was doing different tasks in the house. XXXXXXXXXX went into her bedroom and called to XXXXXXXXXX When he entered the room, he saw that she was reading a note. She told him that it was from Hall. She said that he had

been in her house. She told him that he must have used a key that she had given him to use to feed her dog sometime prior.
There was one other incident relayed to me by XXXXXXXXXX. He told that he had been at XXXXXXXXXX residence on another occasion when he saw Hall drive,by in his Honda Ridgeline.

I spoke with XXXXXXXXXX. He told me that the incident that he witnessed happened in August and was about 2300 hours. He told me that he was on the front porch of his residence with his friend, XXXXXXXXXX He observed a blue truck pull into the neighborhood and come up to his driveway. He saw that there were two people in the vehicle. The truck pulled so that the passenger side was to the driveway. He watched as the passenger, who was an older male threw condoms onto their property. I asked him if he recognized the male. He told me that he didn’t. I asked him if he knew Hall. He told me that he has never met Hall or seen a picture of him. I asked him if he would be able to identify the male if he was shown a picture. He told me that the lighting was bad and he wasn’t sure if he could.

XXXXXXXXXX went on to tell me that after he had seen this happen. he went in and told his father and XXXXXXXXXX. He described the vehicle to them and XXXXXXXXXX recognized it as one that she believed belonged to Hall’s son. They got into their vehicle and drove over to Hall’s residence where XXXXXXXXXX saw the same vehicle parked in the driveway near the garage. They drove past the residence and then back home.XXXXXXXXXX told me that there were 2 used condoms and a condom box thrown onto their property that night.
There was one other incident that XXXXXXXXXX told me he was present for. He told me that it was near the time that XXXXXXXXXX had just started to date his father (possibly June). XXXXXXXXXX drove up to the house. When she entered the house, she appeared to be frightened. She stated that Blake Hall had chased her to the house.XXXXXXXXXX told me that he remembered a male in a vehicle in the drive but he couldn’t describe the male or the vehicle.

XXXXXXXXXX told me that he has found several of the used condoms on the property but he only witnessed the single incident.
I have learned that XXXXXXXXXX is in a boarding school in the eastern United States. I have not been able to reach him for interview at
this point.

I have made attempts to contact Hall about this incident. I have not been successful. On 09-15-09 I contacted XXXXXXXXXX He is representing Hall in this matter. I explained to him that I was interested in speaking with Hall about this case. He told me that he was scheduled to meet with Hall. He stated that he would talk to Hall about the request and let me know what is decided. At this time I have not heard from either party.

I have attempted to locate a blue truck that might be associated with Hall. I was able to locate a blue 1983 Chevrolet truck registered to XXXXXXXXXX This registration expired in March of 2007. I also located a Blue 2003 GMC truck registered to XXXXXXXXXX XXXXXXXXXX This is Hall’s residence. I researched the local computer and found a report of a telephone harassment involving XXXXXXXXXX and XXXXXXXXXX The report was dated 07-23-09 and stated that XXXXXXXXXX and XXXXXXXXXX were friends. Both parties listed their address as XXXXXXXXXX. XXXXXXXXXX was cited for telephone harassment. The report stated that XXXXXXXXXX asked for a court date prior to 07-28-09 because he was
leaving for Iraq.

I have been in contact with the United States Army and have verified that XXXXXXXXXX is stationed at Fort Hood in Texas. He is a member of Bravo Company 3-8 Calvary. I also verified that this unit has been deployed. On 09-21-09 I received a phone call from XXXXXXXXXX He told me that he couldn’t tell me the exact date, but he had seen XXXXXXXXXX car drive to Hall’s house. He told me that he had been on his bike and has watched as she drove toward the house and then out of the area. He told me that he was too far away to see what she was doing. He did tell me that it had to have been on a Sunday because the trash cans were out. This confirms the incident that XXXXXXXXXX and XXXXXXXXXX had told me about when they were going to throw the condoms back and decided not to.

On 09-22-09 I met with XXXXXXXXXX at the LEB. I told him that I was investigating the incidents between XXXXXXXXXX and Blake. I asked him if he had any personal knowledge of the incidents that he would be willing to share with me. He told me that he did. XXXXXXXXXX started by telling me that he had thrown all of the condoms into XXXXXXXXXX yard. I asked him to explain this XXXXXXXXXX told me that he has seen XXXXXXXXXX drive through Hall’s couldisac approximately 2 times a week for the past 6 months. One night, about 3 months ago he took the trash out. This was on a Sunday evening. He later looked outside to see um going through the trash. This angered him because he had thought that both XXXXXXXXXX and Hall had moved on. XXXXXXXXXX thought about this for some time and decided that it would he funny for him to go through Hall’s trash himself. He did this and retrieved Halls used condoms and he had a new girlfriend. XXXXXXXXXX stated that he then took Hall’s used condoms over to XXXXXXXXXX house and through them into her driveway. XXXXXXXXXX told me that he did this between 6 and 9 times. I asked him if Hall had ever been with him when he had done this. He told me that Hall had been with him one time. I asked him to tell me about this incident. He told me that Hall was riding in his blue truck with him. He started toward MM. residence. Hall asked him where they were going and XXXXXXXXXX. told him that he would see. When they got to the residence, XXXXXXXXXX threw the condoms out of the driver’s window. Hall told him that this was stupid and he needed to stop. XXXXXXXXXX told me that he didn’t stop right after this incident. He told me that he did it a couple more times. XXXXXXXXXX stated that Hall had no idea what he was going to do during that incident. I asked XXXXXXXXXX if he had always been in his truck when he had done this. He told me that his truck breaks down a lot so there were times that he would be driving either Hall’s Honda Ridgeline or Hall’s BMW when he threw the condoms on XXXXXXXXXX property. I asked him if anybody else had known that he was doing this. He told me that he had told Hall’s Neighbor.XXXXXXXXXX about one of the incidents.

I explained to XXXXXXXXXX that I was having a hard time with his story and it didn’t make sense to me that a man would go through trash to retrieve another man’s used condoms so that he could throw them on a yard. He told me that it was true. I asked him if anybody had put him up to telling me this story or promised him anything in return for saying this. He told me that there had been no promises or anything like that. He went on to ask me why he would tell a story to get himself into trouble as he has never been in trouble before. I explained to him that I would hate to see him get into trouble for this or for lying to me. He assured me that he was telling the truth. I explained to him that I knew the incident he had talked about when Hall was with him. I explained that there had been a witness that stated the passenger had thrown the condom. He told me that the witness was lying.

On 09.23-09 I received a fax from XXXXXXXXXX The fax contained an affidavit from Hall stating that he has had no contact with since the end of May 2009. I contacted XXXXXXXXXX. He told me that Hall has elected not to speak with me about this case. He stated that the affidavit will be submitted to me instead of speaking to me directly. XXXXXXXXXX told me that he had scheduled two subjects to speak with me in Hall’s place. These subjects are XXXXXXXXXX and XXXXXXXXXX. I was told that they had agreed to meet me during the time that I had set aside to meet with Hall. This faxed package was turned into records to be attached to this case file.

On 09-24-09 I was contacted at the station by XXXXXXXXXX and XXXXXXXXXX I spoke with XXXXXXXXXX first. I asked him to tell me what he knows about the situation. He told me that he has seen XXXXXXXXXX vehicle in his couldesac about 4 times during the months of July and August. This has happened in the evenings when he had been out on his patio. He also told me that during the 1st or 2nd week ofJuly XXXXXXXXXX had been at his house drinking. XXXXXXXXXX astated that he had to leave. He left for about 15 minutes. When XXXXXXXXXX came back, they asked where he had gone. He said that he had thrown a condom on XXXXXXXXXX yard. This is the only first hand knowledge that XXXXXXXXXX had XXXXXXXXXX filled out a written statement that was turned into records to be attached.

I spoke with XXXXXXXXXX next. He told me that he had seen a grayish or light brown SUV in the couldisac 2 or 3 times. He was told by XXXXXXXXXX that this vehicle belonged to XXXXXXXXXX also stated that he had been present at XXXXXXXXXX residence and had heard the incident when XXXXXXXXXX had talked about throwing the condom. XXXXXXXXXX also filled out a statement that was turned into records.

I spoke with XXXXXXXXXX again. I told her that XXXXXXXXXX had claimed to have seen her going through Hail’s trash. She told me that this was a lie. I also told her that XXXXXXXXXX had claimed to be the person who had thrown the condoms. She told me that this was not true. She also stated that she couldn’t believe that Hall was having XXXXXXXXXX take the fall for this. I then asked her about what XXXXXXXXXX and XXXXXXXXXX had told me. I told her that it was important that I have accurate information when I submitted this case. I told her that it would be very bad if I was suprised by information that she had left out. She told me that she had never been in Hall’s couldisac. She did tell me that she had been on Hall’s street one time beside the time that she had already told me about. She stated that she had been with XXXXXXXXXX and XXXXXXXXXX on 07-22-09. XXXXXXXXXX wanted to know where Hall lived. XXXXXXXXXX told me that she drove on the road to the point where they could see Hall’s residence. She pointed it out to XXXXXXXXXX and they left. She told me that they never entered the couldesac. XXXXXXXXXX assured me that this is the only other time she has been anywhere near Hall’s residence.

At this time I am requesting a warrant be issued for the arrest of Blake G Hall XXXXXXXXXX for the crime of Misdemeanor Stalking, Idaho Code 18-7906. The information provided to me by the XXXXXXXXXX and other witnesses, details many incidents over the course of approximately 6 months where Hall has followed, contacted, entered a residence without permission, and harassed XXXXXXXXXX. XXXXXXXXXX has asked Hall on several occasions to leave her alone. Hall has continued this behavior.

On or about 10-01-09 XXXXXXXXXX arrived from Boise to meet with me and the XXXXXXXXXX about this case. The issue of DNA was discussed to determine whether the condoms actually belonged to Hall and to see if there was more than one donor. This would determine if the condoms were used during sexual intercourse or masturbation. Rosenthal told me that he would look into the logistics of having the condoms tested and the possibility of obtaining a court order for a sample of Hall’s DNA.

On or about 11-02-09 I was informed by XXXXXXXXXX that he had been in contact with Hall’s attorney. I was informed that Hall would acknowledge that the used condoms did belong to him. This is consistent with Hall’s first statement to Officer Burnell. It was determined that DNA testing would not be appropriate at this time.

Supplemental Report:

On 11-04-2009 Det. B. Hillier of Bonneville County Sheriffs Office contacted Det. Avery and advised him that during an interview on an un-related case. he had obtained some additional information concerning Mr. Blake Hall’s activities.

Det. Hillier said that he was interviewing XXXXXXXXXX about another case and she mentioned that she had some history with Mr. Blake Hall.
Det. Hillier recorded the interview and XXXXXXXXXX explained that Blake Hall was her attorney in a past divorce action. XXXXXXXXXX said that she had initially paid Blake Hall for his legal services and then met with him in a secluded parking lot a couple of days later where he returned her money.

XXXXXXXXXX also said that Blake Hall was her attorney for 45 days and on the 46th day they traveled to Driggs, Idaho and had sex.

XXXXXXXXXX told Det. Hillier that if she were questioned specifically about her contacts, dealings and relationship with Blake Hall she would provided the requested information.

Det. Hillier downloaded the recorded conversation with XXXXXXXXXX and made it available to Det. Avery and me. On 11-05-2009 I obtained a CD copy of the recorded interview by Det. B. Hillier and XXXXXXXXXX.

On 11-05-2009 at 0900 hrs. Det. Avery notified me that he had been told about a Journal written by XXXXXXXXXX of Bonneville County wherein she kept a record of contacts by Mr. Blake Hall.

On 11-05-2009 at 0930 hrs. I contacted XXXXXXXXXX and obtained the original journal she had kept for a short time. XXXXXXXXXX pointed out that the journal was dated 02-03-1998 and chronicled incidents where Blake Hall had waited for her in his vehicle in the parking lot. During these contacts Mr. Hall was forward and flirtatious. I read the 4 pages contained in the journal and made copies of them to be included in this file.

During this investigation I was also notified by XXXXXXXXXX that she had been the target of unwanted attention and stalking from Mr. Blake Hall. XXXXXXXXXX reported that Blake Hall had frequented the XXXXXXXXXX ecessively and made her feel uncomfortable. XXXXXXXXXX said she would be willing to provide a more detailed accounting of her experience with Blake Hall if needed.
