The main alternative of course is always private funding. But in many cases the risk is too great. In other words, some situations are not profitable and therefore private enterprise would only be interested in doing it as a philanthropic donation. If your community has a Bill Gates or a Frank Vandersloot or a Carr Foundation willing to donate large sums, the community can consider themselves very fortunate indeed.
We can also use a combination between private and public funding, as was done with McDermott Field.
